The Higher Education Department, Government of Odisha has released a revised admission schedule for Phase-I admission into +3 (UG) Degree courses under the Student Academic Management System (SAMS) for the academic session 2026-27. The revised schedule applies to all Government, Government-Aided, Private and Law Colleges participating under SAMS.

The biggest relief for students is that the Choice Filling window has been reopened. Students who have already submitted their Common Application Form (CAF) in the first phase can now add, remove or change their college and subject preferences before the final deadline.

Odisha Introduces Free Education for Regular UG Students

From the 2026-27 academic session, the Odisha Government has introduced Free Education for students taking admission into Regular Mode UG and PG courses under SAMS.

Students who take admission in Regular Mode under eligible institutions do not have to pay admission fees under the Government’s Fee Waiver Scheme.

However, students choosing Self-Financing Mode will have to pay the prescribed admission fee themselves.

Choice Filling Reopened for All Existing Applicants

All students who already applied during the first phase can participate in the revised choice filling process.

Students can:

• Add new colleges
• Change existing choices
• Remove unwanted choices
• Arrange preferences again

During the process, students must verify through OTP and choose one of the following programme categories:

• Regular Mode Programmes (No Admission Fee)
• Self-Financing Mode Programmes (Admission Fee Payable)
• Both Regular and Self-Financing Programmes

According to the selected option, only eligible colleges and major subjects will be displayed on the portal.

Admission Fee Refund

Students who already paid admission fees for Regular Mode during the First Round need not worry.

The Higher Education Department has announced that the admission fee paid for eligible Regular Mode courses will be refunded directly to the bank account mentioned in the student’s CAF after completion of the Phase-I admission process, subject to attendance conditions.

• Self-Financing courses require payment of admission fees.
• Admission fees already paid for eligible Regular Mode seats in the first round will be refunded to students’ bank accounts after completion of Phase-I.
• Students should regularly check the SAMS portal for updates and seat allotment results.
