Odisha Electricity Regulatory Commission (OERC), Bhubaneswar has invited applications for 4 senior posts – Commission Secretary, Director of Tariff, Director of Engineering and Director of Regulatory Affairs – on Direct Recruitment / Deputation basis (No. ADM/07/V/1371, dated 19.09.2026). All posts are in Level-17 of the 7th Pay Matrix with an initial basic pay of Rs 1,35,100 per month. The maximum age is 57 years. Who Can Apply
Experienced professionals up to 57 years (as on 01.10.2026) with the qualification and experience below can apply, as per the OERC (Method of Recruitment and Conditions of Service of Officers and Staff) Regulations, 1997.
Educational Qualification and Experience
- Commission Secretary: Graduate degree; 10 years judiciary or administrative experience, of which 5 years at management level; ability to organise complex tasks; excellent written and verbal communication. Desirable: work in a Government organisation; knowledge or experience in a regulated industry, regulatory body or judicial body.
- Director of Tariff: PG degree in Economics OR Graduate degree in Electrical/Power Engineering; 15 years’ experience as a professional economist or engineer, with at least 5 years managing professional staff; experience in developing tariffs in power utilities. Desirable: commercial enterprise experience, analytical modelling, good communication.
- Director of Engineering: Graduate degree in Electrical/Power Engineering; 15 years of engineering experience with at least 5 years at management level in large power utilities (generation, transmission and distribution); good communication. Desirable: electricity tariff development, commercial issues or PPAs.
- Director of Regulatory Affairs: Graduate degree in Electrical/Power Engineering, OR Law degree, OR MBA (Finance) / CA / CMA / CFA; 15 years’ professional experience in power utilities / Regulatory Commission / Central or State Government, with at least 5 years in Regulatory Affairs; experience in Electricity Law or Commercial Law; excellent communication. Desirable: knowledge of regulatory affairs and tariff setting, legal advice on commercial issues, drafting statutes/regulations, contract/administrative law.
Age Limit
Not more than 57 years as on 1 October 2026.

Salary
Level-17, Cell-1 of the 7th Pay Matrix – initial basic pay Rs 1,35,100 per month (pre-revised Rs 37,400 – 67,000 + Grade Pay Rs 9,000), with DA and HRA as sanctioned by the State Government and other allowances as sanctioned by OERC.
