HP High Court Recruitment 2026: 15 Peon, Mali, Cook-cum-Attendant and Librarian Posts, 10th Pass Can Apply

The High Court of Himachal Pradesh, Shimla has released Advertisement Notice No. HC-Advt./2026 (3), dated 19 September 2026, for 15 regular posts: Librarian, Peon, Mali and Cook-cum-Attendant. Peon, Mali and Cook posts need only 10th pass. Pay is Rs 18,000 to Rs 56,900 (Level 1) for Group-D and Rs 35,600 to Rs 1,12,800 (Level 9) for Librarian. Who Can Apply

Indian nationals who meet the qualification, age and experience rules of the HP High Court R&P Rules, 2015 can apply. Reserved category benefits (SC, ST, OBC, EWS, PH and age relaxation) are only for bonafide candidates of Himachal Pradesh. Qualification and experience are counted as on the date of submitting the online form.

Educational Qualification

• Librarian: Graduation with a post graduate diploma in Library Science, or a Bachelor’s or Master’s degree in Library Science. Must have 3 years of experience as Library Attendant or a higher post in the related field in any reputed organization, including public institutions.
• Peon: Matriculation (10th) from a recognized Board.
• Mali: Matriculation (10th) from a recognized Board, and 3 years of experience in gardening etc.
• Cook-cum-Attendant: Matriculation (10th) from a recognized Board, and 3 years of experience in cooking in a govt. undertaking or reputed hotel. Preference will be given to persons who know the local customs and dialects of the place of posting.

PH Reservation for Peon

PH reservation is as per Rule 17 of the R&P Rules, 2015, for candidates with: (a) blindness or low vision, if the disability is not more than 40%; (b) hearing impairment, if it is not of 60 decibel or more after hearing aid/surgical correction; (c) mild mental retardation. Candidates with orthopedic disability will not be considered for these posts.

Age Limit

Age is counted as on 01.01.2026. *Five years relaxation in the upper age limit is only for bonafide SC, ST, OBC and persons with benchmark disabilities of HP, when the post is reserved for them. Age relaxation for HP Govt. employees is as per High Court orders and HP Government instructions.

Selection Process

• Librarian: Competitive written exam as per Schedule-IV (Part-G) of the R&P Rules, 2015 read with the 20th and 28th Amendments. The final merit list will be based on marks in the written test.
• Peon, Mali, Cook-cum-Attendant: Shortlisting in the ratio 1:3 for Evaluation/Document Verification. Merit = 10th marks converted out of 85 (for example, 50% in 10th = 42.5 marks) + up to 15 marks for evaluation of documents. The final merit list is based on these marks.
• The High Court may hold a screening/proficiency/written test at District Headquarter Shimla, depending on the number of candidates.

Evaluation Marks for Group-D Posts (15 Marks)

Certificates must be in the candidate’s own name (except the BPL certificate) and valid both at the time of the online application and on the DV date. Issuing authorities: SDO (Civil)/Tehsildar/Naib Tehsildar for backward area, landless, non-employment, income, Himachali bonafide and SC/ST/OBC/EWS certificates; BDO (or Municipal authority) for BPL, widow, single woman, single daughter and orphan; Medical Boards for disability; Head of Institution for NCC/NSS/Scouts; District Youth Services and Sports Officer/Head of Institution for sports medals.

Important Conditions

• The appointment for Peon, Mali and Cook-cum-Attendant is subject to the outcome of pending CWPs in the High Court (including CWP No. 6948 of 2025, 7805 of 2025, 3891 of 2023, 10713 of 2023, 13592 of 2025 and 14978 of 2025).
• If an EWS candidate is not available, the post will be filled from a non-EWS UR candidate (HP Govt. instructions dated 11.06.2019).
• General (BPL) candidates do not need an Income & Asset Certificate for EWS; a valid BPL certificate (countersigned by the BDO) and non-SC/ST/OBC certificate are enough.
• If you upload an expired category certificate, you will be treated as UR.
• Candidates in Government/Semi-Government service must send an NOC from their employer to the Registrar General within 15 days after the last date. Contract/casual/adhoc/daily wage/work charged staff do not need an NOC.
• Applications only through the online mode, even for candidates sponsored by Employment Exchanges.
• Exam schedules will be sent only by SMS and email.

2. Go to the recruitment portal https://www.hphcrecruitment.in/login and register. Watch the FAQs and video tutorial on the portal.
3. Fill in the Online Recruitment Application (ORA) and upload your photo, signature and certificates in the given size.
4. Pay the fee online and submit before 27 October 2026, 11:59 PM.
5. Take a printout or screenshot of the submitted form. Once submitted, the form cannot be changed; it can only be cancelled without refund.

Why You Should Apply

These are regular posts in the HP High Court establishment. For Peon, 10th marks and certificates decide the merit, so there is no written exam. Librarian is a Level 9 post with a starting basic pay of Rs 35,600.

Preparation Tips

• For Group-D posts, collect valid evaluation certificates (BPL, landless, non-employment etc.) in your own name before applying, because each one adds marks.
• Upload every certificate you want counted. New documents are not accepted at DV.
• For Librarian, revise library science, cataloguing, classification and library automation.
