Who Can Apply

This GDCE is meant to give existing ECoR employees a departmental route to move into these categories of posts, rather than being an open recruitment for the general public.

  • The candidate must be a regular employee/lien holder of East Coast Railway (including the erstwhile Waltair Division/SCoR). Candidates who have resigned or been transferred to any other railway from East Coast Railway are not eligible.
  • All regular/eligible employees possessing the prescribed educational qualification for Direct Recruitment, working in a grade/pay scale lower than the one for which GDCE is being conducted, are eligible to appear for all categories.
  • Employees working in the same grade/pay scale for which GDCE is conducted are eligible to appear for selection from Non-Safety to Safety category posts, as well as Safety to Safety category posts.
  • Candidates awaiting the result of the final examination of the prescribed minimum educational qualification should NOT apply.

Age Limit

The upper age limit is 42 years for UR candidates, 45 years for OBC candidates, and 47 years for SC/ST candidates. The age is reckoned as on 1 January 2027, with the corresponding cut-off dates of birth as follows: UR – not earlier than 2 January 1985; OBC – not earlier than 2 January 1982; SC/ST – not earlier than 2 January 1980; and for all communities/categories, not later than 1 January 2009. No age relaxation is allowed to SC/ST/OBC-NCL candidates applying against unreserved vacancies.

Examination Process

The recruitment process involves a Computer Based Test (CBT), followed by an Aptitude Test/Typing Skill Test wherever applicable, Document Verification, and Medical Examination. There will be no supplementary examination for absentee candidates under any circumstances.

  • Shortlisting for the Computer Based Aptitude Test (CBAT)/Typing Skill Test will be to the extent of 8 times the vacancies.
  • Candidates will be shortlisted for Document Verification based on their marks and merit in the CBT/CBAT, equal to the number of vacancies finally.
  • Negative Marking: 1/3rd of the marks allotted for each question will be deducted for every wrong answer in the CBT; there is no negative marking in the Computer Based Aptitude Test.
  • Minimum qualifying percentage of marks for eligibility: UR – 40%, OBC (Non-Creamy Layer) – 30%, SC – 30%, ST – 25%. These may be relaxed by 2 marks for PwBD candidates in case of a shortage of PwBD candidates against reserved vacancies.
  • In case two or more candidates secure equal marks, the older candidate is given higher merit; if age is also the same, alphabetical order of the given name (not surname) is used to break the tie.

Reservation

SC/ST/OBC-NCL candidates must furnish their Caste Certificate from competent authorities in the prescribed format at the time of Document Verification. OBC-NCL candidates must also submit a declaration that they do not belong to the creamy layer; the certificate produced must not be older than one year at the time of Document Verification. There is no separate reservation of posts for Economically Weaker Sections (EWS), as per Railway Board’s letter No. E(NG)I-2018/PM1/23 dated 2 May 2019.

Trade/Exam Group

Candidates possessing ITI/Act Apprentice/Diploma/Engineering qualifications are required to specify their trade/exam group while applying, as this determines the specific syllabus and question paper set for the CBT.

How to Apply

  1. A single online application (even while applying for multiple posts/common to all notified posts) has to be submitted through the link on the official website, www.rrcbbs.org.in.
  2. Keep a scanned copy in JPEG format of your passport-size colour photograph (not older than 3 months), signature, and self-attested certificates of date of birth, educational/technical qualification, caste certificate, and PwBD certificate (if applicable), ready before applying.
  3. Click on the application link, fill up the form carefully, and ensure all particulars are correct before clicking the register button – once registered, no changes can be made and duplicate applications will not be entertained.
  4. After registration, note the unique application number allotted, and download/print the filled-in application from the portal in PDF format.
  5. Post preference, once opted, is treated as final; no change is permissible at any stage.

Candidates should have their own active mobile number and valid personal e-mail ID, and keep them active throughout the recruitment process, since all RRC communications are sent only via SMS and e-mail.

Important Instructions

  • Admission to all stages of the recruitment process is purely provisional, subject to the candidate satisfying the prescribed eligibility conditions; mere issuance of e-Call Letters does not imply final acceptance of candidature.
  • RRC conducts Document Verification against original documents only after candidates have qualified all stages and are shortlisted; candidature can be rejected at any stage if found not fulfilling requisite criteria, even after appointment.
  • Candidates should ensure they fulfil all eligibility norms, including age and educational qualification, before applying for the post(s) against this notification.
  • e-Call Letters with City and Date intimations, and Travel Authority (wherever applicable), must be downloaded from the official RRC/Bhubaneswar website – requests for postponement or change of venue/date/shift will not be entertained.
  • Electronic gadgets, including mobile phones, Bluetooth devices, and pens/pencils other than those permitted, are banned inside the examination hall; use of unfair means will lead to disqualification.

About the GDCE Route in Indian Railways

The General Departmental Competitive Examination is a well-established mechanism within Indian Railways that allows serving employees to compete for promotion or lateral movement into higher categories of posts – both Safety and Non-Safety – without having to leave railway service and re-enter through open Direct Recruitment. Because 25% of the net Direct Recruitment Quota vacancies are set aside specifically for this internal route, GDCE exams like this one give long-serving ECoR staff, particularly those in lower grades or Non-Safety categories, a genuine departmental career progression opportunity into roles such as Assistant Loco Pilot, Station Master and Goods Trains Manager – some of the most sought-after operational categories on the railway.
