Eligibility for Deputation
Employees under the Central Government/State Government/Public Sector Undertakings/Semi-Government/autonomous or statutory organization, holding an analogous post of Junior Engineer or a similar post on a regular basis in the grade, and possessing the requisite educational qualification and experience, are eligible to apply. The posts will be filled in terms of the criteria laid down in the notified Recruitment Rules dated 25.06.2004 (as amended vide notification dated 01.07.2009) and the notified Recruitment Rules dated 25.01.2018.
Period and Terms of Deputation
- The initial period of deputation is 1 year, which can be extended up to 3 years, or till the services of the incumbent are required, whichever is earlier.
- The deputation will be on the standard terms and conditions issued by the Government of India / Chandigarh Administration from time to time.
How to Apply
- Eligible and willing officers who can be spared immediately should submit their application in the prescribed Bio-Data/Curriculum Vitae Proforma (Annexure-I).
- The application must be forwarded through proper channel by the parent department/organization, not sent directly by the applicant.
- Attach photocopies of ACRs/APARs for the last five years, duly attested.
- The forwarding department must certify that the particulars furnished by the officer are correct, that no disciplinary or vigilance case is pending or contemplated against the officer, and provide an Integrity Certificate (Annexure-II).
- The forwarding department must also confirm that, in the event of selection, the officer will be relieved of duties.
- Ensure the complete application reaches the Office of the Chief Engineer, Engineering Department, UT, Chandigarh, 1st Floor, Deluxe Building (Old U.T. Secretariat), Sector-9-D, Chandigarh-160009, on or before 08 October 2026 (within 30 days of the Public Notice being published on the website).
Terms and Conditions
- Applications that are incomplete, or not accompanied by photocopies of ACRs for the last five years duly attested, will not be entertained, and no correspondence will be made in this regard.
- Applications not accompanied by supporting certificates/documents for the qualification and experience claimed will not be processed for determining eligibility, and will be rejected forthwith.
- Candidates who apply for the post on a deputation basis will not be allowed to withdraw their candidature subsequently.
- Officers already on deputation must have their application forwarded by the parent cadre/department along with cadre clearance, vigilance clearance, and integrity certificate.
Why This Recruitment Excludes Fresh Candidates
Since deputation is a mechanism used by government departments to temporarily borrow experienced, already-serving officers from another government organization, this Chandigarh JE recruitment is structured entirely around existing regular employees of the Central Government, State Government, PSUs, or similar bodies who already hold an analogous Junior Engineer post, rather than opening the field to diploma or degree holders seeking their first government job. Candidates who are not currently working in an eligible government organization on a regular Junior Engineer or similar post are not eligible for this specific circular, regardless of their educational qualification.
Understanding the “Through Proper Channel” Requirement
Since applications must be forwarded through proper channel rather than submitted directly by the officer, eligible and interested Junior Engineers should first approach their own department’s administrative section to initiate the forwarding process well before the 08 October 2026 deadline, given that compiling ACR/APAR photocopies, integrity certificates, and the required departmental certifications can take considerable time depending on the parent organization’s internal procedures.
What the 1-to-3-Year Deputation Window Means for Applicants
Unlike a regular permanent appointment, this Junior Engineer engagement is explicitly deputation-based, meaning the selected officer continues to belong to their parent cadre while serving in Chandigarh for an initial 1-year period, extendable up to 3 years based on requirement, after which the officer is expected to be relieved back to their parent department, making this an assignment-style opportunity rather than a permanent transfer of cadre.
Importance of the Integrity and Vigilance Clearance Documents
Since the vacancy circular requires the forwarding department to certify that no disciplinary or vigilance case is pending or contemplated against the applying officer, and to provide a separate Integrity Certificate as per Annexure-II, officers intending to apply should confirm their clearance status with their establishment section in advance, as any pending case or unresolved certification could delay or disqualify the forwarded application.
Distinction Between the Civil and Public Health JE Posts
While both the Junior Engineer (Civil) and Junior Engineer (Public Health) posts carry the identical Level-6 pay scale and deputation terms, the Public Health post requires qualification and experience aligned with public health engineering functions such as water supply and sanitation infrastructure, as distinct from the general civil construction and maintenance focus of the Civil post, and eligible officers should apply specifically for the post matching their current departmental experience and qualification.
About the Chandigarh Engineering Department
The Engineering Department of the Union Territory, Chandigarh, under the Office of the Chief Engineer, is responsible for the planning, construction, and maintenance of civil infrastructure and public health engineering works across the Union Territory. Filling these Junior Engineer posts through deputation allows the department to draw on experienced officers already serving in comparable roles elsewhere in government, ensuring continuity of technical expertise for ongoing infrastructure projects.
Relevance of the Recruitment Rules Dates Cited
The circular explicitly cites two sets of notified Recruitment Rules – the original RRs dated 25.06.2004 as amended on 01.07.2009, and a later set dated 25.01.2018 – suggesting that both the Junior Engineer (Civil) and Junior Engineer (Public Health) posts may currently be governed by slightly differing RR provisions, and eligible officers with any doubt about which specific qualification and experience clause applies to their case should verify directly with their forwarding department before submission.
Final Word
Eligible serving Junior Engineers (or officers holding an analogous post) in Central/State Government, PSU, Semi-Government or autonomous organizations who wish to apply on deputation should complete the Annexure-I Bio-Data Proforma along with the required ACR photocopies and Integrity Certificate, and ensure their application is forwarded through proper channel to the Office of the Chief Engineer, UT, Chandigarh, by 08 October 2026.
