About This Recruitment

Damodar Valley Corporation, India’s first multipurpose river valley project established in 1948, operates as an integrated power utility with diversified operations spanning mining, power generation, transmission, distribution, water resources management, and soil conservation. With coal blocks in Jharkhand and Odisha holding a collective peak-rated capacity of 61 million tonnes, DVC is inviting experienced Overmen to strengthen its mining operations in support of its ambitious growth roadmap toward becoming a 12 GW integrated power major by 2030.

Why This Recruitment Matters for Experienced Mining Professionals

With a mandatory requirement of a valid DGMS-issued Overman’s Certificate of Competency for Coal and at least 3 years of post-qualification open cast mining experience, this recruitment specifically targets seasoned mining professionals rather than fresh diploma holders. Candidates already working as Overmen in other coal mining companies or PSUs who meet DVC’s specific certification and experience requirements have a strong pathway into a large, government-owned power and mining utility with a defined 5-to-7-year contractual tenure.

Understanding the Contractual Engagement Structure

Candidates should carefully note that this is a purely contractual position, initially for 5 years with a possible 2-year extension based on annual performance review, and does not create any entitlement to future regular absorption into DVC’s permanent workforce. The relatively modest leave entitlement (8 days Casual Leave, 2 Restricted Holidays, 10 days Commuted Leave) and the absence of leave encashment or HRA/FCA/Energy Allowances distinguish this contractual engagement clearly from a regular DVC employee’s terms, a distinction candidates should weigh carefully against the Rs. 45,000 consolidated monthly pay on offer.

Preparing a Complete Online Application

Since candidates must upload proof of DOB, academic and professional qualification certificates, caste/disability certificates (where applicable), and valid experience certificates, applicants should gather their DGMS Overman’s Certificate of Competency, First Aid Certificate, and detailed experience certificates from their open cast coal mine employer well before the 21 September 2026 deadline. Candidates should also visit www.dvc.gov.in regularly for any updates or changes to the recruitment process, since all official communication regarding this recruitment will be posted only on the DVC website.

Final Word

Eligible candidates holding a Diploma in Mining Engineering, a valid DGMS Overman’s Certificate of Competency, and at least 3 years of post-qualification experience in open cast coal mines should complete their online application at www.dvc.gov.in before the 21 September 2026, 23:59 hrs deadline.

Understanding the Role of an Overman in Coal Mining Operations

An Overman is a statutorily recognized supervisory position under India’s mining safety regulations, responsible for overseeing daily mining operations, ensuring compliance with safety standards, supervising workers underground or at open cast sites, and reporting on ventilation, machinery, and hazard conditions as mandated under the Coal Mines Regulations. The DGMS-issued Overman’s Certificate of Competency is a legally required qualification for this role, reflecting the safety-critical nature of supervisory positions in India’s coal mining sector, and candidates without this certification, regardless of other mining experience, would not be eligible for this post.

Why DVC’s Growing Coal Mining Footprint Creates This Opportunity

With five newly allocated coal blocks across Jharkhand and Odisha adding significantly to its existing Bermo Coal Mine operations in Bokaro district, DVC’s expanding mining footprint directly drives its need for experienced supervisory mining personnel like Overmen to ensure safe and efficient operations across these sites. Candidates joining now have the opportunity to be part of DVC’s mining operations at a stage of significant expansion, potentially working across multiple upcoming coal block sites as the corporation scales up toward its 2030 capacity targets.

A Note on Category-wise Vacancy Distribution

Of the 9 total vacancies, the largest share, 3 posts, is reserved for SC candidates, followed by 2 each for UR and EWS, and 1 each for OBC and ST, meaning candidates should carefully verify their applicable reservation category and ensure they hold the relevant certificate before applying. Candidates uncertain about their category eligibility or documentation requirements should clarify this with DVC’s HR Department through the contact channels listed on www.dvc.gov.in before the application window closes, since incorrect category claims can lead to rejection at the verification stage.

Documents to Prepare Before Applying

Beyond the DGMS Overman’s Certificate of Competency and First Aid Certificate, candidates should assemble their Diploma in Mining Engineering certificate and mark sheets, detailed experience certificates specifically confirming open cast coal mine experience as an Overman, proof of date of birth, and applicable caste/disability certificates well ahead of the 21 September 2026 deadline, since the online application requires uploading all of these supporting documents together with the form itself.
